You are absolutely correct. There are two different things going on. In the Fashioner, everything is defined from scratch. You start with one point and everything you create is then relative from that point based on the measurements of your model. It is definitely a one-off, with the ability to grade off that pattern.
The patterns in the catalog are completely different. When I create those they are not absolute, they are variable. Everything is in reference to a measurement, but that measurement will change depending on the model measurement set that you have chosen. For example, lengths for skirts and pants (short, bermuda, capri) are all calculated as percentages based on the set's measurements (ankle height, knee height, etc). I try to stay away from random values that are often used in drafting books. When I have to use them, like armhole drop, I will make them a variable of the pattern so you can set them yourself.
You don't have the ability to do what I do . . .yet. I would have to create a system within the Fashioner that would allow you to save the "process" as opposed to the results. It is something I anticipated people wanting to do, but I don't have the logistics figured out yet. Something like this has never been done before and is not available anywhere, as far as I know. I have to tell you that it probably won't be free.
I am currently working on a new feature called the PMP Academy, which is a series of interactive classes showing how to create patterns in the Fashioner. It is complex and thorough, so it is taking a lot of my time. It is also resulting in a bunch of new tools in the Fashioner. When that is done, I will probably begin the design for the Fashioner process feature.
The good news is that creating the Academy is requiring me to use the Fashioner extensively. When I create the patterns for the catalog, I don't use the Fashioner at all. This has reacquainted me with the tools, which will need to be utilized in the process feature.
