Jill I ran some things with your measurements and I don't think there is a problem with the draft. I think the problem is the measurements. I ran the pants measurement test and, as you said, it did draft without fail but it doesn't look right. Your crotch depth, waist to hip, waist to low waist are very small numbers. You can see the drastic difference in height between the test draft and yours (image attached).
Pattern #83 cuts off the top of the pants for the waistband. That cut along with the very short measurements completely trashes the draft. There just isn't enough there to work with. I've attached an image so you can see what it looks like when it errors.
I would suggest that you retake those measurements. My personal measurements are close to your set. Here's the comparison for reference (yours/mine):

With your crotch rise at 7" and your waist to hip at 5", that only leaves 2" between your hip and your crotch. That's seems a bit short. Your model is taller than me with a longer inseam, so your measurements should probably be greater than mine, not less. The last image is my measurement in the pant tester to give you a comparison.
